On Thursday 19th March the Government proposed a new Fire Safety Bill to improve fire safety in buildings in England and Wales, placing a legal requirement on residential building owners to inspect cladding and fire doors.
The bill will amend the Fire Safety Order 2005 to clarify that the responsible person or duty-holder for multi-occupied, residential buildings must manage and reduce the risk for fire for:
- The structure and external walls of the building, including cladding, balconies and windows
- Entrance doors to individual flats that open into common parts
This clarification will empower fire and rescue services to take enforcement action and hold building owners to account if they fail to tackle unsafe cladding, balconies, windows and flat front doors
Ministers have also promised to publish a larger Building Safety Bill before Summer which will include legislation for a new building safety regulator.

Richard’s specialist area is compartmentation (walls and soffit) and fire door surveys, specifically, intrusive inspections in all areas within the buildings, including all risers and produce a fire stopping and compartmentation survey report of identified observations. This background knowledge has been key in helping him to become a highly proficient fire risk assessor and validator, recently achieving the highest level of recognised competence, on the IFSM’s National Accredited Fire Risk Assessors Register at Tier 3 level.
